How can I create an independent professional wrestling promotion?

Help me create ideas for an independent wrestling promo! I live in a town of between 7,000 and 10,000 people. Is that a big enough town to have a wrestling promotion? Also I need help with the following things:
-where to find wrestlers
-where to find referees, announcers, etc.
-where to find a building to hold the shows in
-creating a name
Please help me out with this, and add any other ideas that you have! Thanks!
