Does anyone know if the website promotion specialist training offered by the Career Institute is a scam?

I came across this website that claims to offer an at home certification program that once completed makes you a website promotion specialist. They promise that you will be working for a fortune 500 company immediately at the end of your certification or they refund your $249. It’s a 6 hour course that teaches you how to type up ads of some kind for these big companies like Target, American Express, etc. Has anyone done this? I actually read an article on yahoo promoting this and clicked on the link at the end of it. But I’m still not sure
